va code 29-58 ?????? sudden problems w/city

Unfortunately it is for real. Most of the cities in this area have the same code. Basically the boat must be behind the plane of the house if it is in the driveway and cannot be over a certain height unless it is in the backyard. We just bought a new house last summer and I really pissed my wife off because I would not even look at a house unless it had sufficient boat parking. I see people with boats parked in their driveways all the time and usually you are ok unless someone rats you out. You may be able to fight it. Check with jsuperjeff as he had the same problem in Chesapeake.

Would this law (Dillon) apply to private home owner associations? I live in a private association community and is the reason I don't have a boat. I can't park it at my house in view of the street, so I can't keep one.

NO, it would not apply to a covenant established by a private community or subdivision. It only applies to counties and city's when they enforce or legislate laws that are in contradiction with that of the State.

Norfolk Zoning Code(Ord. No. 42,260, § 42(Exh. XX), 5-9-06)
(e) Parking and storage of boats, trailers and recreation vehicles in residence districts.
(1) Unless parked or stored in a garage, carport or accessory building, such equipment shall be parked or stored behind the nearest portion of any building to any public street; provided, however, that parking shall be permitted elsewhere on the premises not to exceed a 24 hour time limit for the purpose of loading and unloading.
(2) No such equipment may be parked or stored in any side yard not adjacent to a street if it exceeds six feet in height above the ground; provided, however, that masts, antennas, vent stacks, windshields or other minor accessories may exceed this height limit.
(3) Equipment exceeding the limitations set forth in section 15-5.1(e)(2) above, may be parked or stored outdoors only in the rear yard not closer than five feet to a rear or side lot line. Any equipment so parked shall be further subject to the requirements for accessory buildings set forth in Chapter 13, section 13-5.
