As to the eels, try the feed store on 17 near the intersection of Tidemill Rd. 7-11 on that intersection as well. There is a coffee stand that sits in front of the store. I am not sure, but I think it is called A&E Feed??? They sell eels.
There is a fish/bait and tackle store on General Puller Highway in Deltaville that I have seen them working on Rods.
