I'm new to the area. Keep hearing about specks at the "hot ditch." Does anyone know where is it...and if there are public boat ramps nearby?

hot ditch is by the high rise bridge on I-64 in chesapeake..good free public ramp at the locks in chesapeake off battlefield blvd..
