Had something interesting today after a good day flounder fishing at Back River Reef (brought home 6 that were 20" - 25"). When cleaning one of the fish, I found in the body cavity, a black capsule about an inch long and a 1/4" in diameter with a yellow label and a 4 digit number on it. The fish (about 20" long) had no tag. Is it possible this was a tagged fish that lost his tag?

Who should be contacted about this? Apparently this guy, before he lost the battle with a yellow bucktail flounder rig with 6" croaker strip, must have been part of someone's research project!
