Just curious, at what point will a ole salty dog look at a rookie differently?

With that board name, you'll be a rookie all your life! Seriously, when you know how to tie your knots, know what to do and when to do it on a boat, stop asking for GPS #s, and know the general techniques for fishing targeted species.
I am an ole salt when it comes to inshore, but would definitely be a rookie offshore (although I have a pretty good idea of what to do when a fish is on).

In addition to the above, if you own your own boat or operate someone else's--then it is when you have successfully completed a Coast Guard or Power Squadron boat operation/safety/navigation course.
Just watch how some of those that have not done so operate their boats on the water--in-other-words, no concept of the rules of the road concerning right-of-way and good common sense while on the water.
