What is the best time of year for flounder fishing in Cheasapeake Bay, VA?

Flounder season usually starts to get good in the middle of April around the 8 mile marker. That is located at the bend before the 3rd island. Fishing there consists of drifting squid strips and minnows. This lasts for a month or so then hit all your channel edges between the islands.
As it gets warmer start fishing a little deeper in the channels instead of the edges. Then you fish structure around the islands and pylons from June thru July. I use live Spot and Croaker on naked hooks with about a 3 to 4 foot leader. Take plenty of sinkers because you will lose a few.
October rolls around then you target buoy 11 and 12 of the Baltimore channel. The fish are on the move out the bay and that is a great place to target them. The last few years I have had several trips there with limits and citations to boot. Others may chime in on what they do but this is my yearly routine.
Hope this helps,
Dave
