I plan on targeting cobia for the first time.
I need some advice on bait, rigs, and hot spots

You might want to post this in the Chesapeake Bay VA section for a better response. I fished on the 16th and caught one fish at 39 1/2 inches, we had four more runs but no hook-ups. My uncle fished York Spit the same day and caught a 53 1/2 pound fish. The fish are at York Spit, Bluefish Rock, and the Rockpile. Good luck
