Bloodworm fishbites on small hooks. Try around pilings or grass beds in creeks.

Try using what Ford suggested or bits of periwinkles on about a #5 or 6 hook around the dock area. I usually catch mine on the western side of the bay in the river around rock piles like jetties.
If you are launching out of Kiptopeke just cruise straight out between the 2 rows of ships and fish bloodworms or fish-bite on #6 or #8 hooks on a hi-lo rig in front of the southern row of ships.....foolproof ...16-24 feet deep.

Sabiki Rigs tiped with little pieces of squid tentacle works marvelous for the smaller fish in the 3"-5" range around almost any dock from hampton to Va beach. They also make Pin Fish Traps which work well for small spot too. (3"-5") With out a doubt they're my favorite flounder bait, mainly b/c they cut out almost all of the throw backs, although with this new limit I did have two first trip of the year, 16.5 and 18. Good luck what day are you fishing this week?
