The season is closed for "harvest" but how can they control the "catching" ?????

They can't really, just don't get caught keeping! I personally wouldn't target them for C&R, they tend to get hooked deep alot, plus I'de have a hard time throwing back those tasty filets. Just have to wait them out!

I know with my luck if I tried C&R then I would catch a 10 lb fish.

And it wouldn't qualify for a citation. They won't recognize any citation flounder during the closed season in order to discourage fishing for them. It doesn't make any sense to me as they recognize striper citations during their closed season.
